Group Blasts El-Rufai, Sanusi over ‘Careless Outbursts’ on Scrapping of NNPC

…Says criticism out of tune with present day realities

Kaduna based Political group, Buhari Votes Guard and Awareness (BVGA) has replied the the 14th Emir of Kano ,Alh. Sanusi Lamido Sanusi and Governor of Kaduna State, Mal. Nasir El-Rufai on what it described as ‘careless outbursts’ over scrapping of the NNPC following alleged abysmal performance over the years.

It also said the recent media statements credited to the former Emir and Governor of Kaduna State are clear evidence that they have lost touch with realities of economic development and growth.

Address journalists today at his Abuja office on President Muhammadu records of performance, the National Coordinator of the Group ,Dr. Kailani Muhammad said, “We are shocked that even when the President Muhammadu Buhari led government has provided the needed impetus for NNPC to become effective through the enactment of Petroleum Industry Act PIA, a sitting Governor has decided to criticize the measure and calling for the scrap of NNPC.

According to him, it is obvious that El-Rufai’s frustration over the achievements of NNPC is glaring , following its transformation to a limited liability company , because it’s no longer business as usual where governors would run to the Federal Government just to receive monthly grant without coming up with any initiative that would add value to their states .

Dr. Kailani who expressed disatisfaction with with the Governor’s ill-timed position , stressed,”We can authoritatively conclude that El-Rufai has lost tune with present day.Adding , “the governor would have concentrated on state development rather than focussing on NNPC just with the aim of seeing it’s pitfalls.

“Someone who has failed to recognize that the global economic meltdown has grossly impacted on NNPC and coupled with oil theft in the Niger Delta region which the Mele Kyari administration is fighting to halt and other factors have adverse effect on the performance of the organization.”

While accepting that there are challenges facing the oil and gas sectors across the world , he said, “Despite this ,the management under a prudent and efficient Group Managing Director, Malam Mele Kolo Kyari has performed creditably well to spearhead the organization to greater success.

Speaking on the former Emir Sanusi’s comments , the group said,”The records put forward by Malam Sanusi about the daily consumption of fuel as released by the NNPC shows how he was unscientific in his approach.

Noting,”He has forgotten the daily increase of fuel consumption by the over 10million vehicles, the over one million people in a number of house holds in Ondo State that were cut off from electricity supply, the users of grinding machines, the tricycle users, standby generators users and a number of other various sources that relied on fuel for their daily activities.

“When Sanusi Lamido Sanusi was appointed Emir of Kano by the then Governor of Kano State, Engineer Rabiu Musa Kwankwaso, very few people rejoiced.

“But when he was dethroned by Governor Abdullahi Umar Ganduje, many people were happy that he was ousted. The reason was not far fetched. Sanusi who was to serve as the symbol of the historic traditional institution, was grossly unable to understand and keep to the ettiquetes of the traditional institution. He deeply felt that he was very intelligent, better than everyone and hence began to challenge the authority of Governor Abdullahi Umar Ganduje.

“Sanusi always feel he is one of the most intelligent people in the country and of course smartest of all. But people are so apathetic to his rise and fall and that’s why I wasn’t surprise when he was quoted as saying that, he felt sorry for the next President of Nigeria based on what he termed as poor economy, insecurity and other challenges bedeviling the country.”

“For us ,NNPC under Buhari led administration has be transformed and should be appreciated by persons within and outside corridors of power.”

The Special Assistant on Public Communication to the presidential candidate of the Peoples Democratic Party (PDP), Phrank Shaibu, has called the attention of Nigerians to what he called unsuitability of the presidential candidate of the All Progressives Congress, Bola Ahmed Tinubu for the nation’s highest office on account of series of blunders he has made since he publicly declared his presidential ambition.

Speaking at the 7th edition of Kaduna Economic and Investment Summit (KADInvest 7.0) on Saturday, Tinubu had said El-Rufai “turned a rotten situation to a bad one.”

Although the presidential candidate later attributed the mumbo jumbo to a Freudian slip but Shaibu insisted that the Kaduna comment was one gaffe too many, insisting that “Tinubu is tired and should go home and rest.”

According to him, “when you look at the APC presidential candidate, you will see someone that is tired and weak. You have also heard the many gaffes that have come from him even before the kick-off of campaigns. The Kaduna comment is one gaffe, too many, and therefore unpardonable. You don’t have to be president at all costs; when you are tired, you go home.”

In a statement Sunday in Abuja, Shaibu said further that “Nigeria is currently in a dire situation with every sector of the economy in deep decay; therefore, the nation cannot afford to hand over a sick nation to a sick president.”

He reminded that on June 8, 2022, Tinubu staggered and nearly fell while stepping out to make his address at the Eagle Square, the venue of the party’s convention but was helped by a security agent.

Shaibu noted that during his speech at the convention, the hands of the former Lagos governor were also visibly shaking, a possible sign of ill health, emphasizing that the nation needs a healthy person that can withstand the rigours of the office of President.

“The media is awash with reports of how the APC presidential candidate in August 2021 spent over 60 days, touring hospitals abroad, where he was treated for an undisclosed ailment. So, is this the kind of president that we want for our country at a time of unprecedented economic and security challenges?
“This country deserves a fit leader. The office of the President is not for ailing people. Tinubu has tried his best but he is now weak and tired and should be allowed to go home and take a deserved rest,” Shaibu said.

He lamented that it is only in Africa that persons who are unfit for offices on account of ill health insist on holding offices even at the expense of the wellbeing of the economy and the citizenry.

He urged the electorate to vote for Atiku Abubakar at next year’s poll, insisting that the former Vice President and the PDP are the only pathway to changing the fortunes of Nigeria.

Group Backs El-Rufai, Sanusi on Sale , Unbundling NNPC

Nigerian Forum for Good Governance(NFGG) has thrown its weight behind the positions of the 14th Emir of Kano ,Alh. Sanusi Lamido Sanusi and Governor of Kaduna State, Mal. Nasir El-Rufai on scrapping of the NNPC following its abysmal performance over the years.

According to the group, the National oil company has become more of burden than an asset for economic growth and development.

In a statement jointly signed by the Coordinator and Secretary of the Nigerian Forum for Good Governance; Comrade Mukhtar Ahmed Funtua, Coordinator and Comrade Reuben Joseph Kajang the group said, selling of NNPC is the best option to cut off government’s dependence on oil and develop other sectors of the economy.

The group also in the statement titled: “NNPC is A Burden that Must Be Scrapped and Sold Entirely”, said held that as concerned Nigerians with focus on good governance across all tiers of government and sectors of the economy, it totally agreed with Sanusi on the position that the national oil has become a ‘”money pit rather than a cash cow”, considering the fact that the four refineries that were more or less comatose couldn’t meet up the purpose for which they were established .

“We equally concur with Governor of Kaduna State, Mal Nasir El-Rufai on his submission that Nigerian National Petroleum Company Limited (NNPCL) has become a burden and big problem to Nigeria.” It added .

On its resolve to mobilise Civil Society Organizations across Nigeria to join the conversation to “Kill NNPC” because, it is no longer a profit making business for government and had outstayed relevance as a public company, it said ,”We are fully prepared to support all Nigerians who have raised their voices in either to unbundle, sell or privatized.”

The statement further reads: “We are saddened that besides massive stealing of our crude oil, NNPC has not been able make profit . It is laughable that as one of major producers of crude in the world ,we have continued to import refined fuel while export crude oil. It also shameful that for over 40 years , it was unable to declare a Profit After Tax , until recently when it announced concocted a sum of 674 billion for the 2021 financial year.

“We make bold to say that NNPC under the President Muhammad Buhari led administration is a leaking basket for its inability to fix any of the four refineries that is apparently the only unproductive organisation ,yet maintained full complimentary workforce on its payroll.

“This for us, is adjudged foolhardy and detrimental to the economy . Worst still , It is one of the very few public companies discovered that has refused to be accountable to even the government that set it up.

“We reiterate our stand that not only the NNPC that needs to be sold out, all the refineries should be sold out to individuals for efficiency and stop the spending billions of naira on paying salaries of redundant staff and maintaining non-functional refineries

“It is overt fraud to complacently settle for importation of refined petroleum product and paying heavy subsidy and these must be discontinued before the next administration.”

However, while noting that it acknowledge the idea of commercialization,it discovered that nothing per se has changed in the sector since July 2022. Noting that, ” Even with commendable efforts of the Group Chief Executive Officer of NNPC Limited, Mal. Mele Kyari’s efforts to transform the company, it has failed.”

According to the group, the federal government has no reason to still be in the oil and gas sector, especially that several governments have shown lack of capacity to revive and refloat it for profit purposes.

” For these reasons ,we align with several economists who have submitted that Government should as a matter of urgency through transparent bidding that will be handled by the World Bank sell off all its investment in the oil sector and the proceeds of the sale invested in Human Capital Development and the country’s sovereign wealth fund.

“By so doing, we will be able to save the country hundreds of billions of dollars due to the unabated depreciation in the oil industry and generate huge revenues that can be invested in preparing Nigeria and Nigerians for a world after Oil.

“Although, there are fears in certain quarters that government will cease to make revenues from oil if it sells the NNPC, It is not true as government will still continue to make revenues from the oil companies through royalties and petroleum profit tax after these companies are sold.

“What it will forfeit is production sharing from the Joint Venture companies that would have been sold off. And savings will be made form selling off the loss making arms of NNPC that constitute a huge drain pipe in the coffers of the nation. With the selling of NNPC government can now focus mainly on the generation of taxes to meet it’s financial needs.”

Favoured farmers train 85 cluster leaders on wheat, soyabeans dry season farming for 2022 project

By Matthew Denis Abuja

As the war between Russian and Ukraine hit harder, it’s gradually affecting the supply and causing the scarcity of wheat worldwide. This scarcity has become an opportunity for African countries to increase their wheat farming and production among other grains to bridge the gap at the local and international markets.

Figures from the UN’s Food and Agriculture Organization (FAO) show that in 2020 Russia accounted for about 11 % of global wheat production and 19 % of global wheat exports (making Russia the world’s largest wheat exporter that year).

A Non Governmental Organization (NGO) called Favoured Farmers Community Empowerment Trust (FFACET) has trained 85 cluster leaders to retrain 25,000 farmers in wheat production and 5,000 farmers for Soyabeans in the dry season farming for the 2022 project.

The National President of FFACET, Amb. Joseph Tanimu Yakubu during a two day seminar in Nasarawa state said ” the training is in collaboration with the federal Ministry of Agriculture and Rural Development which is targeted at exposing the farmers on how to handle modern technologies on wheat production thereby producing large quantities for Nigeria and the global market.

” We’re going into farming 25 hectares of wheat production in the country and in view of this all inputs are available and we’re giving them the technical knowledge in wheat production during the dry season.

“because wheat is a sensitive crop moving with the harmantan weather not like other crops so we brought all our clusters leaders from 10 states to benefit from this training.

Amb. Yakubu revealed that they are also during 5 hectares of Soyabeans in the dry season too.

According to him the farmers will benefit 60 percent of the production as all the necessary inputs are being provided by FFACET and already taken into the various states captured for the organic production.

He explained further that the farming activities will be in cluster units for ease distribution of inputs and monitoring of their activities to avoid diversion.

“We have already group them into cluster units so the distribution of inputs for irrigation and payment for their labour will be executed smoothly.

The President noted they are partnering with foreign investors who are demanding for wheats and other four value-chain crops from them.

The beneficiaries who speaks to our correspondent accrossboard expressed satisfaction with the training that it has shifted their horizons from manual farming to mechanized farming system to boost wheat production.

The highlights of the event was the inauguration of the presidential Committee to oversees the success of the project.

Group Commends Buhari for Honouring NNPC Boss with MFR ,Says It’s Well Deserved

Group under umbrella of Pan Nigeria Professionals (PNP) has commended President Muhammadu Buhari for coffering the Honours of Member of the Order of the Federal Republic (MFR) on the Mallam Mele Kyari, the Group Managing Director of Nigerian National Petroleum Company and now the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPC Ltd).

President Muhammadu Buhari today presented national honours to 447 Nigerians and friends of the country at the International Conference Centre in Abuja .

The group which described the honour as “well deserved” said it is timely and apt considering the manner Kyari has deployed administrative prowess to reform NNPC Ltd .

The Pan Nigerian Professionals, who stated this is a Statement signed by its Chairman , Dr. Yusuf Ahmadu Danbatta, said the honour will no doubt encourage the NNPC Ltd boss who , “In few years into his stewardship made significant increase to the national crude oil reserves to achieve the 40,000 billion barrel target through focus and commitment” to do more .

The GMD’s efforts to revive refineries and decision to collaborate with relevant security agencies to clamp saboteurs are part of reasons he has achieved great feat in turning around fortunes of NNPC Ltd .

In the statement, the group however said it singled out Mele Kyari for commendation because ; “For the first time in the history of NNPC, the company made and declared profit, which Kyari achieved through the area of financial transparency via the audited financial statements of the NNPC LTD, with the Company recording its first ever profit in its 44 years history.

” The decision to make public the Corporation’s Monthly Financial & Operations Reports (MFOR) in line with his TAPE vision was part of reasons NNPC LTD was placed as the only national oil company that publishes its financial and operations reports monthly globally.

“We decided to also identify with Kyari on this occasion for making frantic efforts to tackle the problem scarcity via importation of huge quantity of petrol that bridged the supply gap created with normalcy returning and incessant scarcity disappeared.

The Statement further reads : “His efforts to fight oil theft has yielded results as disclosed during the Senate’s joint committees on Petroleum (Upstream and Downstream) and Gas, that “within six weeks, 395 illegal refineries have been deactivated, 274 reservoirs destroyed, 1,561 metal tanks destroyed, 49 trucks seized and a 4-kilometres illegal oil connection line from Forcados Terminal into the sea – which had been in operation undetected for nine years – detected.

” As group professionals in Nigeria we are happy that it was under his leadership that he Petroleum Industry Act provides for the transitioning of the NNPC into a fully commercial entity, a Limited Liability Company incorporated under the Companies and Allied Matters Act (CAMA), known as the Nigerian National Petroleum Company Ltd.

“Against all odds ,he was able to champion reforms in the upstream sector, sustaining oil output, boosting its subsidiary, implementing the National Gas Expansion project, AKK pipeline project, NLNG Train 7 FID, facilitating power projects, efficient crude oil lifting contract and ultimately instilling transparency in the corporation with introduction of Transparency Accountability and Performance Excellence(TAPE) in the Industry.

The group equally commended the President for recognizing Nigerians who have worked hard to put the country back on the lane of progress and development .

Tahir in 2023: My thoughts, feelings, and views as Dougeri Govt House beckons

God’s willing this 2022 has put all politicians and concerned Adamawa people on the “on your marks, get set, ready go” of the journey that will certainly end them to running political race in the coming 2023 for the Dougeri Government House Yola. They are all hoping, anxiously dreaming of good leaders that will take charge of the State’s affairs.

For me I feel, see, and think many eminent sons and daughters of Adamawa are most qualified to lead the state out of the brook of galloping administration with nothing inclining to human-capital development.

In Adamawa state today, there has been a golden and silence achiever worthy of note. This Man in all strata of life have make a bench Mark name in oil and gas. Till he left Nigeria National petroleum corporations his name is still ringing bell as erudite professional Mechanical Engineer and a leader manager who served the multi national corporation with great impetus of practical achievements.

Engineer Tahir Hussaini Sulaiman has it all, to give it all to Adamawa people. Tahir, you are the point of my prayers, I will pray (wait) until my prayers are answered. We are in search of a Governor and now we find one in you. Your indelible records of great ideas while the group general manager, renewable Energy division of the NNPC where you served for twenty three years (September 1991-February 2015) even the blind can attest that you were a progressive Man.

Tahir, a graduate of Ahmadu Bello University (ABU) (1976-1977) in Mechanical Engineer (B.Eng, Mech), and a Fellow of FNSE, FNIMechE was a predestinated child of Destiny whose talent, gifts and passion to serve humanity is driving home right from his childhood when over three decades ago.

Sulaiman is a well experienced Man haven visited Countries like USA, UK, Italy, Germany, France, Holland,
China, Japan, Singapore, S/Korea, Brazil
Cameroon, Ethiopia, Angola, South Africa, Dubai, Qatar, Saudi Arabia development himself on leadership courses around the world. This is to say he is a no doubt a Man well fit, most qualified and has all what it takes to serve the people of Adamawa as their next coming Governor.

Called him a philanthropist and a humanitarian who is living because he want to touch life for God’s purpose. A close looking at Hussaini Tahir’s perception of politics and leadership roles in the service to humanity.

The 2023 general elections is better to say that Adamawa will be saved if it is placed in the hands of people like Tahir. To be the executive Governor of the state in the interest of salvaging, liberating them from the crutches of underdevelopment.

Many have called him and gave him a platform in Action Alliance (AA) to run in defence of the people. They see him an emancipator of the masses. A fearless and focused leader who can dare the impossible to set the rescue agenda in motion for wealth creation, revamped health, massive employment through the introduction of jobs creation schemes, the State’s education will no doubt get a boost under the leadership style of Hussaini.

From 1978 to 1991 when the Military under the Ibrahim Badamasi Babaginda regime are in power, the name Hussaini rang bells in the defunct Gongola state (Taraba, Adamawa) when he was employed as Pupil Mechanical Engineer
and was deployed to State Central Mechanical Workshop in 1978. After probation period of one year.

His knowledge of knowing Adamawa is without shadows of doubts that he can transform the state to a haven of development . After his probation period, Hussaini was deployed to Jalingo Division as a Divisional Mechanical Engineer in 1979. He was responsible for the maintenance of all road construction and rehabilitation equipment. He continued in this capacity in various Divisions including Wukari, Ganye, and back to the Headquarters in 1981.

Between 1981-82 sent for In-service Training under the Sponsorship of the British Council to East Warwickshire College in the UK in the fields of Manufacturing Technology and Project Design where he obtained a Post Graduate Certificate.

Upon his return in 1982 he had a stint as Divisional Mechanical/Electrical Engineer for Yola Division for about a year. As a Professional Engineer was seconded to State College of Education Jalingo to set-up a Technical Education Faculty in 1983. This he accomplished successfully which earned him the enviable positions of Dean and Deputy Provost of the College in 1984-88 respectively.

The creation of Adamawa State In 1989 made Tahir to be deseconded to his State of origin where he was redeployed to take over from an expatriate as
Chairman and Chief Engineer of Task Force on Urban Infrastructure setup by the then military Governor. In 1990 he was redeployed to the Adamawa State Central Mechanical Workshop as the Manager a position he held until third quarter of 1991.

1991-2015 his journey in NNPC began, he was employed in September, 1991 as Deputy Chief Mechanical Engineer and
was posted to KRPC in ETSD where he worked as a Technical Services and Projects Engineer.

Promoted to the rank of Chief Mechanical Engineer and also made the officer- incharge (O/C) of General Engineering and Project Management section in 1995, a position he held until 1998.

In December. 1998 he was transferred to NAPIMS Lagos as Deputy Manager Project Scoping in the Project Coordination Department in the Gas Division. In 2001, he was redeployed to the Production Sharing Contract (PSC) Division as Manager Materials & Common Services. Because of his past records and diligent service to NNPC he was again redeployed to PPMC on Duty Tour as Special Depot Manager to restore sanity in the depot and
ensure availability and efficient supply and distribution of petroleum products from 3rd October,2001 to 17TH January, 2003, where he served in Warri and Mosimi Depots respectively.

Back to NAPIMS and served as Manager Materials & Common services in PSC
Division. He was also the Venture Manager of Okwori and AKPO Field Development Projects under the NNPC/ADDAX and NNPC/TOTAL/SAPETRO/PETROBRAS
Production Sharing Contract Agreements respectively. He was transferred to NPDC Benin as Supply Chain Manager in July, 2007. He was transferred back to NAPIMS December, 2008 as Manager Materials Management Department.
Promoted as General Manager Materials Management Division NAPIMS July, 2009.

Promoted to the position of Group General Manager (GGM) Renewable Energy Division in November 2012. Retired in 2015 with achievements accredited to his of a great leader whose leadership strides traversed to all sectors of NNPP. The roles he played in defunct Gongola state, Adamawa state and NNPC are printed in the oceans not even the sands of times.

The Adamawa ideal Governor is now in active private businesses of Consultancy and Farming with a passion to philanthropic in many communities across Northern Nigeria.

The Name of Hussaini is ringing a louder bell now for his selfless service to Man Kind. Because of this Lamido of Adamawa has graciously honoured him with the Santuraki Adamawa Tittle, a title that is giving is a touch of a household name, a heavy-weight now luminary in the state political scene.

Since then I glued to this Man’s style of politics, his views, and his disposition to leadership roles conform to the eternal standard, which stands as his golden rule of life success.

Tahir distinguishes and reserved himself to politics of ideology by maintaining a self-imposed principle of not joining the crowd, remaining a party Man in opposition for years that journeyed him to the present political status in his lifetime. He believe in the dream of greater Nigeria, this his dream is translating to having a dream of a greater Adamawa state. He holds a conviction that Nigeria will continues to take massive steps into globalization and auspiciously participate in the international arena of human development and economic growth, having the belief that it is a promising journey to emancipation but demands public responsibility, hard work, dedication to nation building, sympathy
to our regional and religious diversity and commitment to the continuity of our dear Nation.

A good leader who involves in making sound and sometimes difficult decisions, creating and articulating a clear vision, establishing achievable goals, and providing followers with the knowledge and tools necessary to achieve those goals in his current position. This is the Tahir I see over the years with multiple records of done deals, records of achievements in all the political and public offices he occupied.

Sticking to his vision Hussaini has a transformational journey of his political life and briefly stayed in PDP, now has Action Alliance (AA) as the party that will path find and navigate the narrow paths of backwardness for the state.

The Distance of thousands of miles covered by this Man was a journey characterized by political turbulence, perseverance, patience, consistency, and hard work. The tenacity to hold on and the villain’s attitude to never give up on his conviction of “I can get there”, the fate to have gotten a path with certainty to take and lead him to his destiny was what must have taken him to where he is today.

This Adamawa-born level headed and down-to-earth, Man stands tall to do what’s right, planting his feet in the sands of time to be remembered for shaping the country for the better.

God’s willing this 2023 has put all politicians and concerned Nigerians on the “on your marks, get set, ready go” of the journey that will certainly end running a political race in the coming 2023.

For Hussaini I see another good Man, I see another Nigerian who is without bias of all sort, I see another Nigerian who is a good politician whose experience was born out of many years of learning to ride the horse of glory, in Tahir I also see Adamawa becoming better, in him I see Nigeria is truly bearing the country of our Father’s land where unity, peace, development and justice shall reign.

I’m so privileged to have interacted with him on a few exceptional occasions, the rapt attention accorded me convinced me to see the humility in him as a good virtue of leadership, I see him with the listening ear syndrome. Tahir listens before he talks, he utters a few words and gives one the floor for conversations while he listens.

Tahir always fascinates me with his “Yes I will” response, and “no I will in the affirmation that always turns out to be his YES is YES, and his NO is NO. This is probably one of the politicians whose words are bankable and can be bought at a very high value of integrity and standard at whatever time. He does not mix his words to impress or to cajole a fellow human being. I see and learn what others will say about the “power of the dead and life is in the tongue.” It is in this Man I’m learning a man’s image is laying in the tiny mighty tongue under the roof of his mouth. Sir, I respect your good communication skills in you.

As the people of Adaamawa pray for the progress, growth, and unity of the nation counting down to the 2023 elections, I pray the Will of God prevails by giving us leaders after His own heart, leaders who possess the characters of heavenly mandate, people who desire to see Nigeria better than it is. People like Tahir whose love for humanity is a flame burning the inside of them to better the our dear state, Adamawa with their good leadership qualities.

For me I feel, see, and think Hussaini Tahir has it all, to give it all to all Nigerians, to the people of Adamawa state. He is the best, the preferred and the servant-leader that every person in Adamawa should support to lead the people in dare need of good leaders.

Sir, Tahir you are the point of my prayers, I will pray (wait) until my prayers are answered for the sake of our people in Adamawa state.

God bless Nigeria!
God bless Adamawa state!!

He however clarified that: “for clarification based on Article 21.5 (ii) & (iii) the power to Expel a Party official, a Political appointee or a member of a legislative house is vested on the National Executive Committee whose decision is final. The power of the Local Govts and State Chapters is only limited to the recommendation to NEC.”

Also negating the action taken by the local chapter, a one-time pioneer North East national vice chairman of the party, Mallam Umar Duhu said the branch of the Party has no constitutional power to expel any member from the Party, except the National Convention.

Umar further revealed that the best Mubi North officials could do is to suspend a member and recommend any other steps taken to the State Chapter and in turn to the National Executive Committee for further adjudication.

Another stakeholder who was the state party legal adviser, Barrister Pwamaddi Shagnah added that the action taken stands non and is void until the state chapter comes up with a clearer view.
